Kuwait Issues Civil ID With ‘Treatment As Kuwaiti’ After Status Amendment
The Ministry of Interior has announced new regulations to facilitate the amendment of the legal status of women whose Kuwaiti nationality has been revoked under Article 8 of the Kuwaiti Nationality Law. This initiative aims to ensure that those affected can continue benefiting from the rights and privileges granted under the law while streamlining the amendment process.
Permitted Travel with Previous Kuwaiti Passports
The Ministry clarified that travel using previous Kuwaiti passports will be allowed during the period from June 1, 2025, to September 30, 2025. This measure is designed to assist women in amending their status smoothly. However, it is essential for the concerned parties to adhere strictly to the following procedures.
Step 1: Coordination with Embassy to Amend Legal Status
The concerned women must coordinate with their respective embassies to obtain the original passport of their previous nationality held before acquiring Kuwaiti nationality under Article 8. Alternatively, they can present any official passport that grants legal residency status in the country.
Step 2: Adherence to One-Year Grace Period
A one-year grace period starting from June 1, 2025, has been established for amending legal status. This period guarantees continued access to benefits prescribed under the Kuwaiti Nationality Law. After the expiration of this grace period, benefits will no longer be provided to those who have not completed the amendment process.
Applicants are required to begin their amendment procedures within the first three months of the grace period and must provide proof of action. Failure to show seriousness within this timeframe will result in cancellation of benefits.
Step 3: Right to Submit Grievances
Amending legal status does not restrict the right to file grievances with the Grievance Committee for Withdrawal, Forfeiture, and Loss of Kuwaiti Citizenship. This committee was established under Cabinet Resolution No. 207 of 2025, amended by Resolution No. 493 of 2025, and provides a formal platform for appeals regarding nationality issues.
Issuance of New Civil ID Card
Upon completion of the amendment process, the Ministry will issue a new civil ID card reflecting the phrase "Treatment as a Kuwaiti Individual" in accordance with the regulations. The card will also reference the applicant’s nationality, thereby ensuring clear legal recognition.
Streamlining Legal Status for Continued Benefits
These updated procedures highlight the Kuwaiti authorities’ commitment to facilitating an easy and organized process for affected women, ensuring the preservation of their prescribed benefits while aligning their legal status appropriately.
