Kuwait and Russia Strengthen Security and Tourism Ties with Joint Exercises and Visa Facilitation

The Ambassador of the Russian Federation to Kuwait, Vladimir Geltov, has confirmed that Kuwait and Russia have agreed to hold regular joint security exercises between Russia’s Special Forces and Kuwait’s security units. Speaking at an event celebrating the second anniversary of direct Jazeera Airways flights to Russia and a promotional exhibition for the Russian city of Sochi, Ambassador Geltov emphasized that cooperation between both nations is progressing smoothly.

The announcement comes after a Russian security delegation visited Kuwait last week to participate in Special Forces training. Ambassador Geltov highlighted that Kuwait’s Ministry of Interior organizes the “Swapt” security competition for elite security teams, with 26 teams participating last year, including one from Russia. However, he clarified that the agreement does not involve the use of Russian military equipment and is focused solely on training and skill enhancement.

Simplified Visa Procedures for Kuwaiti Travelers

In a significant move to boost tourism, Ambassador Geltov stated that Kuwaiti citizens can now apply for a Russian visa online and receive approval within three days, eliminating the need for an in-person visit to the Russian Embassy. This e-visa allows a stay of up to 16 days, while those needing longer stays of up to three months must apply at the consular section of the embassy.

Currently, Kuwait permits citizens from 53 countries to obtain visas online or upon arrival, but Russia is not yet included in this list. Ambassador Geltov noted ongoing discussions with Kuwaiti authorities to secure the same visa privileges for Russian travelers visiting Kuwait.

Surge in Kuwaiti Tourism to Russia

Russia has regained popularity as a top travel destination for Gulf citizens, particularly Kuwaitis. The introduction of the electronic visa system has significantly contributed to the surge in Kuwaiti tourists, with numbers doubling in 2024 to approximately 15,000 visitors. Moscow and St. Petersburg remain top choices, with growing interest in other Russian destinations.

Further enhancing travel connections, Kuwait Airways is set to launch its first direct flight to Moscow in May 2025, complementing Jazeera Airways' existing nine weekly flights between Kuwait and Moscow, which began in 2023.

Strengthening Diplomatic and Strategic Cooperation

Ambassador Geltov highlighted ongoing diplomatic engagements between both nations, citing the visit of Kuwait’s Foreign Minister Abdullah Al-Yahya to Moscow last year for meetings with Russian Foreign Minister Sergey Lavrov and participation in the Russian-Kuwaiti bilateral dialogue. Additionally, he referred to the Russian-Gulf strategic dialogue held in Riyadh, advocating for future sessions to be hosted in various Russian cities, including St. Petersburg or Sochi.

Last week, Alexander Kinshak, Director of the Middle East and North Africa Department at the Russian Foreign Ministry and former Russian Ambassador to Kuwait (2008–2013), visited Kuwait for diplomatic consultations. His visit underscored the growing ties between Kuwait and Russia, further strengthening cooperation in security, tourism, and diplomacy.

Conclusion

Kuwait and Russia continue to expand their bilateral relations, with security cooperation and tourism emerging as key pillars of their partnership. The establishment of regular joint security exercises, visa facilitation, and increased air travel connectivity are significant steps toward enhancing mutual engagement. As diplomatic exchanges and economic collaborations grow, both nations are set to deepen their strategic ties across various sectors.
