Kuwait Cabinet Repeals Housing Welfare Law No. 2 of 2015 Over Inequality Concerns

The Council of Ministers has instructed the Minister of State for Housing Affairs, Abdulatif Al-Meshari, to begin procedures to repeal Law No. 2 of 2015, which governs housing welfare in Kuwait. This move follows concerns over eligibility disparities that contradict the principles of fairness and equal opportunity.

Cabinet Meeting Addresses Housing Law Inequities

The directive was issued during the Cabinet’s weekly session at Bayan Palace, chaired by His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah. Minister Al-Meshari presented a comprehensive analysis of the law's adverse impacts.

Law No. 2 of 2015 amended Law No. 47 of 1993, granting preferential treatment to individuals who obtained loans from the Kuwait Credit Bank and repaid them between 1992 and 2015. However, citizens who sold homes after 2015 or sold government-granted properties were excluded, creating inequality in access to housing welfare.
