33 Beggars Deported This Year
Ministry of Interior and its various bodies are working on eradicating the phenomenon of begging by some individuals who take advantage of benevolent people to attain money illegally, reports Al-Qabas daily quoting informed security sources.
They revealed that 33 male and female beggars were deported from the beginning of this year until end of November after they were arrested from various markets and cafés especially during the month of Ramadan.
The sources affirmed that tough actions are being taken in this regard, and anyone caught begging will be deported immediately after legal actions are taken against their sponsors (kafeels).
They explained that the instructions issued in this regard are very clear and obvious. If the individuals caught begging were brought to the country on visit visas issued by a company, a block will be placed on the file of that company.
Visa
If an individual with valid work visa under a company is caught begging, strict punishment will be taken against the company. If a woman of article 22 residency (family visa) is caught begging, she will be deported along with her entire family.
The sources indicated that General Department for Residency Investigations submits continuous reports concerning the activities of various companies, institutions and individuals who collaborate with beggars, and bans allowing them to recruit workers under their sponsorship or issue visit visas.
Meanwhile, a professor in College of Sharia at Kuwait University Dr Tariq Al-Tawari highlighted that begging is forbidden in Islam, and Muslims should not ask people for money.
He explained that the phenomenon of begging has witnessed a significant increase especially during religious seasons like Ramadan. There are people specialized in this “trade”. The trader tries to bring more than 70 people into Kuwait on visit visas and distributes them to various mosques and public utilities.
The process then begins gradually with begging and then extending to asking for help from charity organizations. Dr Al-Tawari recommended a set of radical solutions including collecting all such cases and studying their statuses as well as building booths for them if required, or disbursing financial assistance by Zakat House which is directly responsible for dealing with such cases. He called on Ministry of Interior and Minister of Social Affairs to refrain from punishing beggars and instead offer them solutions to rectify their status.
