Top Priority To Bills For Reform
The Council of Ministers gives utmost importance to completion of legislation pertaining to economic and financial reforms, reports Al-Anba daily quoting top-level ministerial sources.
The sources stressed HH the Prime Minister Sheikh Jaber Al-Mubarak strongly supports completion of major development projects including the Jaber Hospital and the Shaddadiya University. The same sources said the most important legislations with the Council of Ministers which have been completed and reviewed by the Fatwa and Legislation Department of the National Assembly but waiting referral to the Parliament include:
â– The draft law for the establishment of Public Authority for Electricity and Water under government control but with independent budget and will be run in line with the needs of the country.
â– Privatization draft law, which was completed by the Supreme Council for Privatization.
â– Commercial Registration draft law which was completed by the Ministry of Commerce and Industry.
â– Insurance activity draft law which was completed by the Ministry of Commerce and Industry.
â– The Civil Aviation draft law which was completed by the Directorate- General of Civil Aviation (DGCA) in cooperation with the competent authorities.
â– And the Tourism draft law completed by the Ministry of Interior.
In an unrelated development, the Ministry of Information has issued a ministerial decision to exclude owners of touristic micro-enterprises from requiring commercial premises to run special touristic activities, reports Al- Anba daily.

Regarding this decision, the Assistant Undersecretary for Tourism Affairs at Ministry of Information Jassem Al-Habeeb expressed hope that the decision would contribute to reviving the country’s tourism sector and providing job opportunities for youths through the touristic activities that will help in increasing their income.
However, the decision stipulates the following conditions – the applicants should be citizens, they should apply for license from the ministry after receiving necessary approvals from the concerned authorities such as Ministry of Commerce and Industry, they should be of good conduct and not convicted in any case that negatively affects honor or trust. If all these conditions are met, applicants can submit their documents at the concerned department in Ministry of Information. The response will be issued within 30 days.
If there is no response within that time, the application is considered as rejected. However, the applicant can appeal within 60 days. The ministry will also create an email address for receiving complaints, mainly from the public
