The Decision Of "temporary Residency" Does Not Include The Violators Before March 1 - Talal Marafi
The Assistant Undersecretary of the Ministry of Interior for Residence Affairs, Major General Talal Marafi, said that the decision issued by Deputy Prime Minister and Minister of Interior Anas Al-Saleh, which stipulates that violators of the Residence Law are granted a temporary residence for a period of 3 months, not including violators of the Residence Law before the first of March, pointing out that That the decision includes violators of residency in its various subjects, and whoever enters the country with the characteristics of a family, commercial, or tourist visit, or business features as of March 1, 2020.
Marafi added in a statement to “Al-Jarida” that the number of violators of the residence law in the country of expatriate workers amount to 158 thousand, they must benefit from the amnesty period, which was issued by the Deputy Minister of the Council of Ministers and the Minister of Interior since the beginning of this April, and continues until the end of it, pointing out that the violators who They leave within the deadline, they can return to the country again after adjusting their conditions, and obtaining new job features.
He stated that the decision to grant violators a 3-month deadline was taken after the residents of the residence sector noticed an increase in the number of violators during this period, noting that the three-month residence is free, and the fines for the violators are not paid, indicating that after the end of this temporary residence (i.e. Next June 1) fines for any violation will start.
Residence procedures
Regarding the procedures that violators must follow in order to obtain temporary residency, Marafi said, “All they have to do is enter the ministry’s website and follow the instructions and fulfill the papers required to obtain temporary residency without any complications quickly and without paying any fines arising from the termination of the residency.” Noting That this decision includes residents inside the country and does not include those outside the country and their entry has been stalled due to the precautionary measures taken by the government to confront the Corona virus.
Marafi explained that the residents outside the country, who were unable to enter due to the closure of the airports, were granted absences of absence for a period of 3 months, which are automatically renewed since the beginning of the crisis, indicating that those whose stay ends while he is outside the country cannot enter the country again, and his residence is considered to be forfeited and does not benefit from Permission for the granted absence is automatic, pointing out that whoever enters the country with the features of a commercial, tourist or family visit will automatically renew the features for them by computer until May 13, after which they must leave the country in the event of the end of the Corona crisis, and open the airports for travelers.
On the request of the residence system for the medical examination of domestic workers upon renewal of residency, which is something that sponsors are unable to do, due to the procedures followed and the disruption of state agencies, Marafi said, “There is an automatic link between the Ministry of Interior – the residency affairs sector with the Ministry of Health, and this procedure has been notified.” He pointed out that “health” officials worked to lift the health ban automatically until things returned to their status, which made it easier for citizens to renew their domestic workers’ stays.
He stated that the computer system, when renewing residencies, required some to disclose fingerprints, indicating that the General Department of Criminal Evidence operates around the clock, and receives auditors who were asked to disclose fingerprints, according to the health guidelines followed, and then sent electronically.
