Surprise Campaigns Begin On Construction Sites By Pam
Since June 1, the Public Authority for Manpower's Occupational Safety Center has been conducting surprise campaigns to round up violators who do not comply with the authority's decision, which has been issued in the best interests of people who work outside, that workers are not to work under direct sunlight between 12:00 noon and 4:00 pm from June 1 to August 31 of every year.
Approximately 47.5% of construction workers are domestic workers, according to an Arabic-language daily. On the first day of the campaign, 40 violations were measured.
According to Hamad Al-Makhial, the team that conducted the campaign found 50 violating sites in the South Abdullah Al-Mubarak area, a region that witnesses a heavy volume of construction activity. Of these 40 violations, 12 involved 13 workers (Article 18), and 19 were related to domestic workers (Article 20).
Al-Makhial also noted that the implementation of the decision follows obligations stipulated in international charters and agreements ratified by Kuwait to protect the rights of workers, citing the importance of workers' safety without affecting projects or employer interests.
He added that the agency would follow all legal procedures against violators, since the occurrence of violations and their repetition would expose the owner to legal liability, as well as shutting down the file of the company involved as well as imposing a financial fine.
A Kuwaiti worker's group and the leader of the 'The Heat Kills Them' campaign, Mashari Al-Sanad, called for tightened guidelines for workers who break the rules prohibiting employment in the afternoon, even for cleaners in municipal buildings.
Among Al-Sanad's duties is overseeing the cleaning companies, ensuring that the law is applied and enforcing the ban on employees working under direct sunlight, and ensuring that the work is shifted to the evening shift.
