Speaker Amending The Nationality And Administrative Court Laws
National Assembly Speaker Marzouq Ali Al-Ghanim said on Tuesday that he had received a report by the parliamentary legislative and legal affairs committee on amending the nationality and administrative court laws. In a statement to journalists, speaker Al-Ghanim indicated that MPs requested examining the report in Tuesday’s session as an urgent topic, however it could not be looked into due to the lack of a quorum.
Nevertheless, the request will be examined in tomorrow’s (Wednesday’s) session if a quorum has been secured, he adds. “Reports about withdrawing the report from the session agenda are false for it has not been included in the agenda in the first place.” he has explained further.
The government is entitled to request adjourning the discussions according to Article 76 of the by-law, on grounds that the relevant topic is not included in the agenda. The abovementioned provision stipulates a topic not enlisted in the agenda cannot be subject to discussions, except for emergency matters.
However, this is only acceptable in response to a government request, the speaker or a written request by at least five members of the parliament. In any of these cases, the assembly’s approval is a condition. Furthermore, Article 76 says the relevant minister is always entitled to request postponing examination of the topic; put into debate for the first time.
As to applications for lifting MPs’ immunity, speaker Al- Ghanim has asserted his adherence to the by-laws.
