‘some Govt Depts Overlook Rules’

Kuwait Anti-Corruption Authority (Nazaha) said some government agencies are not implementing the administrative protection that the authority grants to whoever reports corruption cases, reports Al-Jarida daily. The daily obtained a copy of Nazaha’s report, in which it enumerated obstacles to its work and the proposed solutions that the Council of Ministers reviewed recently.

The authority asked the Cabinet to instruct the government agencies to implement administrative protection for their employees and to criminalize non-compliance by considering it an obstruction to the work of the authority. While it demanded for the amendment of the law on its establishment in order to allow its employees to conduct judicial arrest with the assistance of law enforcement officers to ensure implementation taking into consideration the difficulty in dealing with some external parties during seizures, Nazaha also complained about the limited mechanisms on coordination with the regulatory authorities. It pointed out the lack of modern technological applications and systems that facilitate access to the systems of government agencies; in addition to the absence of a platform for exchanging information regarding investigations and conducting investigations with the Ministry of Justice, Public Authority for Civil Information, Civil Service Commission and others.

The authority stressed the importance of such a platform as it will improve investigation procedures. The authority underscored as well the need for a platform for exchanging information between anti-corruption and oversight agencies, such as an automated link to easily obtain data required for investigations and circulating reports. It also pointed out that some authorities do not cooperate, not to mention their failure to provide data concerning those covered by the financial disclosure regulation despite the repeated requests and coordination meetings in this regard.
