Vegetable Market Brings An End To The Shift System

14 February 2022 Kuwait

Dr. Reem Al-Fuleij, Chairman of the Board of Directors and the acting DG of the Public Authority for Food and Nutrition, addressed the issue discussed in the article titled "The Food Authority has stopped the shift system in Shabra, Sulaibiya laboratory." in the Al-Rai daily of February 8. Reem Al-Fuleij, the CEO of the fruit and vegetable depot in Sulaibiya, issued a decision to suspend the shift system for his employees. Sources informed of the situation say that shift systems are determined by the head of the sector in question, i.e. 24 hours of work followed by 48 hours of rest. Starting at 7:15 am and ending at 7:15 am the following day, the shift will last about eight hours.

The Civil Service Council Resolution No. 12/2012 and its amendments also provide food allowance to employees. Its article 2 provides the following:

1. For employees working under this system, the shift allowances cover the days they do not get to enjoy free days, Fridays, and holidays.

2. Working hours should not be reduced during Ramadan.

3. For all types of vacation and days of absence, this allowance will be deducted.

4. This article stipulates that a month is equivalent to 30 days for the purpose of deducting the allowance.

5. Overtime is not allowed for shift workers.

Nonetheless, informed sources from the authority assert that the decision provides the laboratory official with the right to select a group of workers in the center to be entitled to shift allowances, until the approval of the authority's new budget, in order not to disrupt the work and in order to speed up the testing of vegetables, fruits, and eggs, in order to show results and to enable merchants to sell products immediately.
