27 March 2022 Kuwait

At a time when a special session was scheduled to discuss the conditions of the region of Jleeb Shuyoukhand the measures put in place by the government to resolve the major problems that the region faces, including labor overcrowding and violations, the special session did not take place, Although the Council did not purposely hold this session as a private session, the Council may decide that two hours would be more appropriate for discussion of issues related to the aforementioned region, rather than a full private session, particularly since Speaker of the National Assembly Marzouq Al-Ghanim did not call for such a meeting..

A delegation of National Assembly officials accompanied by Al-Ghanim prevented the National Assembly from holding a meeting to discuss the conditions and evaluation of Jleeb Al-Shuyoukh because of Al-Ghanim's travel and participation in the Parliamentary Union conference, Speaker Al-Ghanim and the Council's office will discuss this matter again with him so that the situation in the region can be discussed either privately during a meeting or on the sidelines of the upcoming meetings, he was quoted as saying by a local Arabic daily.

Due to the deteriorating situation in the area due to laborers crowding and major housing violations, Al-Daihani emphasized the need to discuss plan for the Jleeb Al-Shuyoukh area, and work hard to find appropriate solutions for it.

In a letter requesting a special session to discuss the crisis in Jleeb Al-Shuyoukh, the deputies said: "In accordance with Article 72 of the Council's bylaws, we, the undersigned, request a special session to be held on Sunday, March 27, 2022, in order to discuss and implement radical solutions for the Jleeb Al-Shuyoukh crisis." Participants will also learn about the scenarios presented for its valuation and the plans offered for alternative labor cities within a specified time frame.

In response to a question about the situation in the region, the Ministry of Electricity and Water revealed - in conjunction with the special session for Jleeb Al-Shuyoukh - that violations related to electricity and water include direct electricity extensions and connecting them to an internal network without meters, as well as tampering with electric fuses and circuit breakers and extending electricity to places not built according to approved plans, or illegally, and violating Law No. 48 of 2005 and Ministerial Resolution No. 121 of 2017.
