Screening Of Tender Data By Capt

18 July 2022 Kuwait

Osama Al-Duaij, the Secretary-General of the Central Agency for Public Tenders, has created a work schedule to examine all purchase-related documents as well as the data of all enterprises to assure the integrity of their processes.

According to reliable sources, CAPT is working to adopt a new strategy that would shorten the documentation cycle for transactions involving requests for qualification of suppliers, contractors, service providers, and consultants, as well as requests for change orders, as well as requests for the extension and renewal of concluded contracts.

Al-Duaij stated in a letter to 77 government organisations that 3 factors and 17 observations account for the exclusion of businesses from submitting their bids during the time allotted for the opening of sealed envelopes.

They noted that "the agency's goal among these steps is to provide competitive prices and offers that conform to the required requirements" and that "the agency is working to expand the base of companies' participation in tenders within a fair equation characterised by consolidating the principle of equal opportunities, as well as transparency." The sources emphasised "the need for state agencies to warn companies to avoid any subsequent errors that may result in their exclusion, especially when the agency functions pursuant to a law that cannot diverge from its scope of authority."
