Sab Unconvinced About Ppp Sector’s Performance
The State Audit Bureau affirmed that the public-private partnership (PPP) sector did not succeed in carrying out majority of its mandate in terms of accomplishing projects and watering down obstacles.
It revealed that no project has been accomplished under its name apart from the Zour project for Ministry of Electricity and Water, reports Al-Qabas daily.
In its latest study on the projects held under PPP system, the bureau highlighted several observations, mainly wastage of public funds on feasibility studies for several projects that were not executed, executive authority’s lack of clear vision, delay and confusion in taking decisions, and presenting projects for investors without financial endorsements or legal cover.
It also indicated that the Kuwait Authority for Partnership Projects and the government bodies are in disarray with one another, hence resulting in failure to execute majority of the projects, in addition to weak administration and technical aspects of the personnel in the public bodies which led to the squandering of public funds.
Meanwhile, with respect to the government’s directive to curb public spending, the State Audit Bureau sent a circular to various institutions, seeking information on decisions taken to employ Kuwaitis and non-Kuwaitis within ten days after the issuance of the circular, reports Annahar daily.
The information sought by the bureau include job appointments and promotions, irrespective of its kind and definition, allowances of all kinds, modification of job status, transfers, tasks, loaning of personnel, supervisory tasks, and official missions, outside training courses, delegations, and study leaves.
The circular stipulated the importance of providing the State Audit Bureau, within 30 days of the issuance of the circular, decisions concerning bonuses of all kinds, expenditure incurred on official tasks, outside training courses, delegations, and study leaves. It also said, in cases where there is discrepancy of information or violation of rules, the State Audit Bureau will address the concerned institutions via a document which would highlight its objections and observations
. If the bureau’s opinion is overlooked, the decision will be immediately suspended until an agreement is reached or the matter is referred to the Council of Ministers to decide on.
