Maids Exempted In Demographic Plans
On Monday seven bills were discussed by parliamentary human resources committee on demographic issue. Committee rapporteur MP Osama Al-shaheen said that committee agreed to hear the point of view of the government and Ministry of justice about the penalties stipulated in these bills. He mentioned that the government did not submit the bills. He pointed by saying that committee is not in favour in establishing any new institution for this issue. He said already there are several institution for this concerned like the supreme committee for the Demographic issue in cabinet, Public authority of manpower(PAM),Civil service commission(CSC) and supreme council of planning and development. He said committee only wants approved suggestions to the government which specify ratio between expatriate workers and citizens.Commitee agreed on the necessity to specify the number of expatriates of every nationality. He said that committee has taken decision to exempt the domestic workers from the quota of nationality. This decision will maintain will maintain stability of Kuwaiti family and prevent any increase in cost of domestic worker who are hired from abroad. He explained that the government requested for the exemption of workers under governmental contracts from above mentioned regulations. There are two conditions which were passed by the committee for approving this request:
• Worker should exit as soon as his/her project is completed.
• Workers residency is non- transferable.
He said that the committee agreed with the government that there should be ban on recruitment of the workers if they exceed the specified percentage among the nationality. The ban can be removed once the number of such workers is lower than the limit. He said that committee has taken decision to toughen penalties including imprisonment; fine for those who helps the entry of these Expatriate workers more  than the limit set by the government .Penalty will also be imposed on those who are engage in Visa trading and also on them who urges any concerned employee to sign form illegally. He revealed that the committee is waiting for completion of the relevant information to refer to the assembly before end of the august.
He said that committee also talk over on the issue of appointment of senior officials and members of board of directors and the allowances which are granted to them. The committee was allocated by the assembly to inquire this issue and communicate with different public institutions to determine the eligibility and conditions for appointment of senior officials.Â
On the other hand Rapporteur of educational Affairs committee MP Omar Al- tabtabaie revealed that the committee talk about the bills on amending the audio –visual, printing and publishing laws. He explained that the aim of committee is to ease fines and enhance the freedom of speech. Committee has agreed to cancel the imprisonment and fine. These will only be imposed for crimes on offending the heavenly Entity.
He explained that the dispute which was between government and the committee was that to maintain vague phrase like ‘violating public morals’. He said that such a flexible terms can be dangerous. It can be misused in the favour of accused against another to the wish of the authorities.
The law maker explained that the second issue was that the article is on offending countries having friendly relationship. He said that articles say that the citizens cannot defend their country on social media as they are afraid of lawsuits filed by the foreign countries against them through their embassies in Kuwait.
Committee also discussed the printing and publishing law; it says to ban the advance censorship targeting writers and thinkers. Later censorship will be there, judiciary will decide that the writer is guilty or not.
MP Muhammad Al- dallal  inquired to Ministry of finance Barrak-Al- shaitan about number of Jobs and their description for Kuwaiti employees at Kuwait investment office in London. He asked Al-Shaitan to provide him with the rules and regulation that decide the appointment of employees at Kuwait investment office at London in terms of qualification, salary, grants and allowances.
He asked the details of the Kuwaiti employees who have been tasked to represent Kuwait Investment office in London since 2015.He also inquired about the proposal made by Kuwait investment authority and the London investment office to train and qualify Kuwaiti employees to work at the office.
