Renewal Of Expats Visas Under Us Army Contracts Allowed

Public Authority for Manpower (PAM) has issued a circular with directives to allow companies that have ongoing contracts with the US Army to renew residence visas for one year provided they sign an undertaking and agreement to accept certain conditions, reports Al-Qabas daily.

The agreement insists on the need to peruse regulations governing the contracts for logistic services to the US Army and commitment to the duration of changing workers registered in the contract that is presented for renewal so that the period does not exceed one year.

It also stipulates that the authorized signatory for the companies should transfer non-Kuwaiti and Americans to the files of their respective companies, and it is not allowed to add new workers on the contract upon which an agreement has been signed. In case of violation of any of the conditions contained in the decisions and circulars in reference, all necessary legal procedures shall be taken by the authority in that regard.

Meanwhile, the daily met with the officials of some logistic service companies to investigate their objection to the decision to extend the contracts over which there has been a conflict since April.

They indicated that the decision came delayed to such an extent that they incurred fines and financial and legal penalties, as well as other losses in contracts involving some workers who had left the country.

The officials explained that the renewal will resolve some of the workers’ crisis, but is deficient. The reason is that the undertaking restricts employers from adding new workers, which will hinder execution of the projects, especially those that have been expanded by the US Army.

They expatiated that the increase in the number of workers was not initiated by the employers but officials of the US Army in the military bases and Kuwait’s Ministry of Defense to end the contract quickly without any delay in delivery, adding that the already-signed contracts did not give room for the required expansion, unless the authority exempt certain companies or carry out evaluation of the real need.
