Reduce Administrative Burdens, Government Fails To Keep Pace
Senior government officials said plans to reduce the government administrative apparatus face difficulties when it comes to implementation of government plans despite repeatedly declaring a desire for development and keeping pace with rapid technical developments. Government agencies are being abolished or some sectors integrated that are poorly performing are being integrated.
According to local Arabic news sources, the idea of merging sectors still exists since the government's work program emphasises the development of the government apparatus' administrative structure, although the process of implementation may take a very long time since there are no logical grounds.
Legislative barriers prevent government agencies from being abolished or merged, citing that some agencies have evolved into unnecessary ones as a result of the process of government work and of the globalization, as well as multiple organizations performing the same functions, which require their integration. Legislative amendments are required to merge or cancel these institutions, since they are largely regulated by law.
The sources mentioned that legislative obstacles prompted the Civil Service Bureau to present another vision to the Council of Ministers, including reorganizing government agencies, reducing and developing sectors within these agencies, and noting that the proposal, which was considered nearer to reality, was accepted in principal, but these results are intangible so far, and the government agencies are expected to resist these perceptions, particularly since the vision calls for the cancellation of entire sectors, or the transfer of sectors to another administration or section, under the umbrella of other departments.
The sources indicate that there is an intention to make administrations in each government agency from four to six according to the workload of the larger ministries. This procedure will reduce the administrative machinery of each government agency separately, therefore reducing the administrative burden on the government.
