Public Projects Move At Slow Pace Due To Lack Of Clear Mechanisms

For some time, the government has been expanding the private sector’s work on public projects, but at a relatively slow pace because of the lack of clear mechanisms adopted by the government to keep away from economy, reports Annahar daily. “Private sector plans to replace the public sector in the leadership and implementation of development is in place,” said a government official. “Accelerating this achievement requires new legislation and modified laws that are in line with the trend. “The government has given clear instructions to its competent authorities to expand the role of the private sector in development and to open up new fields and opportunities to improve its incomes and increase its privileges in order to empower its national workforce,” he said.

He pointed out that the government aims to raise the efficiency of the private sector and develop its business to accommodate approximately 30,000 citizens within 5 years from now. He stressed that the government has prepared plans and new means to urge the private sector to facilitate the entry of new Kuwaiti graduates into the labor market, through two parallel paths by expanding the sector’s business with greater partnerships with the public sector and increasing the proportion of national employment in the private sector with new incentives. He added that there is no compulsion to employ citizens in the private sector, but the issue requires convincing the employer and those concerned to encourage citizens to participate in this activity, pointing out that most of those coming to the labor market want only the public sector to benefit from the advantages provided by the state.

Meanwhile, the Inquiry Commission that was formed to look into the issues of construction projects over the past few days has summoned the former and current officials in the ministry to listen to what they have to say and know the limits of their responsibilities in respect of those projects, reports Al-Qabas daily.

The sources told the daily among those who were summoned were project managers and those in supervisory posts. They are in the process of preparing answers to queries of the commission although the period ended March, 31, 2019. The queries are pertaining to the permanent headquarters of the Kuwait Institute of Medical Specialties, the contract for the construction and maintenance of the Directorate of Experts in Al-Riqei, the construction and maintenance of the central market in the suburb of Granada and the contract for the construction of the Criminal Investigation Department building.

In the meantime, the concerned ministry has requested the Central Tenders Committee to submit a tender for the study, design, completion, operation and maintenance of the water purification plant in the southern city of Al-Mutla’a and its complementary works. The sources said that the CTC has asked the ministry to determine the estimated value of the tender and financial dependence in order to be able to tender to companies eligible to carry out such works. Sources explained that “the project of the purification plant south of Al-Mutla’a and complementary works of development projects will bring a qualitative shift of services and infrastructure implemented by the State, as the capacity of the plant will reach 400,000 cubic meters of water per day
