29 July 2019 Kuwait

The General Department of Residence Affairs after discovering domestic workers are sponsored under the names of citizens without their knowledge by fake labor offices and individuals said this phenomenon must be dealt with, reports Al-Qabas daily.

The issue of forgery necessitates the rapid action because investigations by detectives have revealed strange details. Some domestic workers offices, which were recently closed, were found to be carrying out fraudulent activities in the absence of control.

Investigations have shown that some domestic labor offices were involved sponsoring a domestic worker in the name of a Kuwaiti without the knowledge of the latter.

The investigations have also revealed the existence of some fictitious service offices, which are not registered with the Department of Domestic Labor and do not have a license from the Ministry of Commerce and the other concerned authorities.

These fraudsters, in some cases, after handing over the maid to a family receive the price and in most cases they make prior arrangements with the maid and coax her to escape from that family and then offer the maid for another family.

The sources explained that the Department of Domestic Labor, before the transfer of subordination from the Ministry of Interior to the Ministry of Social Affairs in a very simple time, received about 15 complaints from citizens, and suddenly discovered the registration of files for domestic workers in their names, and they were the last to know.

According to the sources, the details of the case began with the request of citizens to bring domestic workers, and after paying the required fees and deter-mining the date of arrival, the sponsor was surprised by the contact from the Home Employment Office that the Ministry of Interior has refused the entry of the maids because of a mistake in the seals or lack of identity papers. But in fact the maids had already entered the country effectively.

The security sources said that the new procedures, which were adopted and applied in the departments of residence affairs in the six provinces and service centers, largely helped in stopping the fraud.
