14 July 2017 Kuwait

Parliamentary Human Rights Committee Chairman MP Adel Al-Damkhi has confirmed formation of a panel tasked to address the issue of Bedouns who hold forged passports by the Ministry of Interior and Central System for Remedying the Status of Illegal Residents (CSRSIR).

In a press statement after the meeting with Interior Minister Sheikh Khalid Al-Jarrah and CSRSIR Head Saleh Al- Fadala, Al-Damkhi revealed the panel will submit its report to the committee during its meeting on Aug 24, including the number of forged passport holders and the ministry’s plan to solve the problem. He said the ministry will soon announce the mechanism for receiving reports on counterfeit passport holders among Bedouns in order to determine the exact number for inclusion in the report.

He added the panel will submit questions to CSRSIR, calling on the concerned Bedouns to submit their papers to the panel to discuss their situation while the Human Rights Committee will refer files to the ministry. On the other hand, MP Faraj Al-Arbeed sent a strongly worded message to Health Minister Dr Jamal Al-Harbi warning him against selective implementation of judicial rulings through his plan to reshuffle officials.

He disclosed the minister intends to issue decisions on appointments and reshuffling of administrations in health districts which received rulings from the Supreme Court. He pointed out the minister took this step at a time the Parliament is in recess, so he stressed the need for the minister to take into consideration the consequences of implementing judicial decisions in a selective manner. He affirmed that he will closely monitor the issue which is on top of his priorities, threatening to use his oversight tools against the minister if the latter continues taking such steps.
