Pam Outlines Regulations For Transferring Work Permits Under Government Contracts

The Public Authority for Manpower (PAM) will start a series of measures to control the labor market and handle the leakage from government contracts after monitoring about 420,000 workers registered on those contracts, said Al-Qabas.

The authority will implement a ban on transferring the worker from the government contract to the file of the main company under which he works, and the sponsor will be required to terminate the employment contract and ensure the worker leaves the country to avoid suspending the company file.

The next step will allow the worker to move only from a government contract for the company in which he works to a government contract in the same company only, and he will not be allowed to transfer to an external government contract. This step aims to control the labor market and close the residency visa trade outlets.

The daily said, quoting sources, that new measures targeting workers on government contracts related to the US military are forthcoming, as the authority has obligated companies to personally review the authorized signatories or delegates and stop online procedures for the purpose of verifying the transaction directly from the director of the department or the head of the concerned department.

It stated that non-Kuwaiti or American workers registered on US contracts will be required to leave the country after the end of the contracts with the US Army in the event that the contract is not renewed again, and “no non-Kuwaiti or American worker will be allowed to transfer to the main company file, and he is obligated to leave the country. Meanwhile, the non-Kuwaiti and the American will be allowed to transfer to another government contract within the company file only.

In the context, Americans with tourist or commercial visas coming to the country for the purpose of joining the US military contracts are not allowed to transfer to work residency visas following a series of measures announced by MoI and PAM.

According to sources, there are dozens of Americans who entered Kuwait on commercial or tourist visas before the coronavirus crisis and their work was suspended under the crisis, and they obtained an extension until the end of this August, but now they are required to leave Kuwait and lose the jobs that they had under the contracts of the American army, given that the specified date exceeded the end of the month.
