According to the Central Administration of Statistics, the number of expatriates in Kuwait has decreased over the last three years, from around 2,891,255 in 2018 to 2,520,301 in 2021, implying that around 371,000 foreigners have permanently exited the labor market.

According to a local Arabic daily citing administration sources, the number of expatriates who obtained work permits in the government decreased by about 11 thousand from 107,657 in 2018 to 96,800 in 2021, which can be attributed to the Civil Service Commission's implementation of the Kuwaitization policy, which began in 2017, amid expectations that the number will decrease to less than that as the policy continues.

The statistic showed a drop in the number of domestic workers by about 115,700, bringing the total number of domestic workers in 2021 to around 591,368 from more than 707,000 in 2018. The drop in numbers is due to the domestic worker shortage that the country experienced during the Corona pandemic, as well as the challenges that the recruitment policy faces.

The number of expatriates working in the private sector has also decreased, falling from around 1,249,000 in 2021 to 1,531,000 in 2018.
