Only 5 Companies Out Of 24 Have Bought The Tender Specifications Documents
The deliberations involving the Ministry of Public Works (MPW) in resolving the tender for the construction, completion and maintenance of the ‘Package 2’ buildings (service buildings and roads leading to the new passenger terminal No. 2) leaves question marks on the reasons why the ministry has changed its attitude towards that tender, from the language of urgency in the tender to walk like a turtle, reports Al-Rai daily. Informed sources at the Central Agency for Public Tenders revealed that only 5 companies out of 24 have bought the tender specifications documents, although the deadline was extended 5 times at the request of the Ministry of Public Works.
The sources wondered about the reasons for the ministry’s laxity in closing the tender. It’s been 9 months since the announcement, said the source, adding that extending the closure period would allow the formation of entities, which enhances the chances of agreement between competing companies, especially if the number is small.
The sources said that the subject of the tender dates back to December 2018, when the Ministry of Public Works started the procedures to launch the project, where it was relying on an old list that has been qualified since 2015, before half of the companies in this list decided not to participate in the project.
The sources added, that the ministry continued to offer the tender to limited companies, despite the presence of specialized international companies requesting to participate and complained about the decision, but the ministry refused to open a new qualification under the pretext of urgency and did not want to delay project.
Sources pointed out given the language of urgency, which was spoken by the ministry, it was expected to launch the project and receive offers from companies and study and evaluation and awarding of the signing of the contract with the most appropriate contractor, but this did not happen.
