National Assembly To Discuss The State’s Financial Situation In A Secret Session

The Speaker of the National Assembly, Marzouq Ali Al-Ghanim, held a session to discuss the state’s financial situation in a secret session at the request of the government. The Minister of State for Services Affairs and Minister of State for National Assembly Affairs Mubarak Al-Haris said with regards to the special session, “The government requests to discuss the financial situation in a confidential session.”

Al-Haris added, “This comes for the sake of public interest, as there are data and figures as it comes based on Article 69 of the National Assembly’s internal regulations.”

Article (69) of the council’s bylaw states that “Parliament’s sessions are public and may be held in secret at the request of the government, the speaker, or at least ten members, and the request is discussed in a secret session.” It is noteworthy that Article (150) of the constitution stipulates that “the government shall present to the National Assembly a statement on the state’s financial situation at least once during each of its regular sessions.”

The National Assembly will complete the special session today, Wednesday, scheduled to discuss the reports of the Budgets Committee and the final account on draft laws by linking the budgets of government agencies, in addition to the Minister of Finance’s presentation of the state’s financial situation in accordance with the text of Article (150) of the Constitution.

During the session, the Council will discuss the fifth report of the Budgets and Final Account Committee regarding a draft law for the approval of the final account of the state’s financial management for the fiscal year 2018/2019, and a draft law linking the budget of ministries and government departments for the fiscal year 2020/2021, in addition to the three reports from the relevant regulatory authorities.

It is decided that the parliament will discuss assigning the committee to the National Assembly to submit one or more reports to the parliament every two months (or depending on the ongoing coronavirus crisis) until the end of the legislative season, including for the committee to follow-up on government measures in rationalizing public spending, protecting public investments and sovereign funds, and the necessary adjustments to the general budget and state reserves.

The Council approved, in its special session yesterday, draft laws that link the budgets of 20 attached bodies and 15 independent entities for the fiscal year 2020/2021. The Council approved 8 draft laws to approve the final accounts for the fiscal years 2018/2019 and 2019/2020 for 4 independent bodies, as well as linking The Petroleum Corporation’s budget for the year 2021/2020 and the final account of the Corporation for the fiscal years 2018/2019 and 2019/2020.
