National Assembly Sessions May Not Take Place

The data and evidence indicate that it is difficult to hold the National Assembly session next Tuesday, especially after eight MPs have been reported infected with the Coronavirus (Covid 19) and the number is likely to increase after all MPs undergo tests next Saturday.

Parliamentary sources told Al-Rai that the increase in the number of infected, at the end of the legislative season, opens the door to possibilities on more than one path, explaining that it is difficult to hold a session next Tuesday in such circumstances because the infected MPs need a two-week quarantine, which means they will be unable to attend the session on Tuesday, 22nd of this month, and even if there is a quorum, it will be difficult, and especially tough to move from one item to another, and there is a possibility that the MPs, who have not tested positive, could possibly be carriers of the virus, and they may transmit it to others.

The daily said, quoting sources that the holding of the Tuesday session had become blown away by “the interaction”, and the session on the agenda of the meeting was held for the two interrogations of the Prime Minister presented by MPs Dr. Abdul Karim Al-Kandari and Al-Hamidi Al-Subaie, then it is liable to lose a quorum at any moment, calling for a decision that guarantees the safety of MPs, ministers, and  General Secretariat employees.

With regard to the two interpellations on the agenda, the sources stated: “The matter is beyond everyone’s control, and the World Health Organization is talking about a second wave of the virus, and we must take all measures and precautions that limit the increase in the number of coronavirus infected people.”
The sources preferred to use Article 106, which calls for suspending the parliament’s work for a month, and issue a decree to end the legislative season, because the health conditions are not reassuring, and the health authorities are most familiar with the situation in the country. In regard to the national assembly’s work,  if Article 106 has to be utilized for the picture to become clearer, it must be taken without hesitation, said the sources.

The sources pointed out that if Article 106 is used and the Council is suspended for a period of one month, the questioning of the Prime Minister automatically becomes void because the session will end and the legislative session will be closed. According to the constitution, the interrogation is dropped if the interrogator abandons his interrogation, is absent from the session set for his interrogation, or his membership ends for any reason, or if the person to whom the interrogation is directed at relinquishes his position or the legislative term ends.
