National Assembly Asked To Refer Mp Issue Over Money To Public Authority For Combating Corruption

23 May 2018 Kuwait

MPs Mohammed Al-Dalal, Nayef Al-Mirdas, Abdullah Fahad, Jama’an Al- Harbash, Abdulwahab Al Babtain and Osama Al- Shaheen have asked the National Assembly to refer the issue of a lawmaker who allegedly received government money to the Public Authority for Combating Corruption (PACC).

This came after a report on the audio recording of MP Ahmad Al-Fadel talking about submitting requests for financial assistance to the Council of Ministers on behalf of citizens. He was also heard as saying that all MPs have submitted such requests, pointing out they are doing this for the sake of citizens.

Commenting on the issue, MP Mohammed Al-Dalal stressed the audio recording is a confirmation that a lawmaker received government money. He added this is considered misappropriation of public money and a violation of anti-corruption laws.

He argued this affects citizens keen on protecting public funds and the integrity of the National Assembly, indicating the judiciary should look into the issue. He added the legislative authority must correct its mistakes, if any; including suspicion of accepting bribe or committing other violations. He called for amendment of the internal regulations of the Assembly to include texts on parliamentary values like integrity and transparency.

On the other hand, Chairman of Budgets and Final Accounts Committee MP Adnan AbdulSamad said they discussed Tuesday the draft budget of the Public Authority for Manpower (PAM) for financial year 2018/2019, its final accounts for fiscal 2016/2017, and comments of the State Audit Bureau and Financial Controllers Authority. He disclosed the committee also tackled the decision of the Council of Ministers to merge the Manpower and Government Restructuring Program (MGRP) and executive apparatus of the State with PAM, which is included in the budget for fiscal 2018/2019. He added the panel looked into the impact of this move, taking into consideration the transfer of about 600 employees from MGRP.

Acting Director of PAM Ahmad Al- Mousa confirmed that the merger will not affect the financial benefits and other privileges granted to employees, as well as the supervisory positions. He said the committee supports the idea of merging authorities with similar functions, while emphasizing the need to study all aspects and implications of the merger in coordination with competent authorities in order to avoid discrepancies in salaries and privileges granted to employees.
