National Assembly Approved The Request Of State Minister For Housing Affairs And Services

The National Assembly approved the request of State Minister for Housing Affairs and Services Yasser Aboul to postpone until Wednesday the interpellation motion that MP Shuaib Al-Muwaizri submitted against him based on Article 135 of the parliamentary bylaws. In a statement after the ordinary session of the Assembly on Tuesday, Speaker Marzouq Al-Ghanim confirmed that the interpellation of Aboul will be discussed on Wednesday, right after the two interpellation requests against HH the Prime Minister Sheikh Jaber Al-Mubarak Al- Hamad Al-Sabah.

According to the Speaker, Al- Muwaizri requested for the grilling of Aboul on April 26, 2017 and in he immediately informed the minister about it so the motion was tabled for discussion Tuesday. He explained Article 135 states that a grilling request must be discussed after at least eight days from the date of submission unless it is an urgent matter and with the approval of the concerned minister who has the right to request for postponement for two weeks maximum.

Meanwhile, Justice Minister and State Minister for National Assembly Affairs Dr Faleh Al-Azeb affirmed that the government is ready to respond to the grilling motions but it is not obliged to reply to anything outside the framework of the Constitution.

Speaking to reporters after the session on Tuesday, the minister revealed, “HH the Prime Minister has finalized arrangements to respond to the grilling points. Everyone knows the two interpellations against the premier are under collective responsibility, so the entire government must stand united in addressing the interpellations.” He added the government will also support Aboul, hoping the latter will be able to respond to all the grilling points.

On another issue, Minister of Awqaf and Islamic Affairs and State Minister for Municipality Affairs Mohammed Al-Jabri disclosed that one of the causes of the recent fish kill in Kuwait Bay is lack of oxygen for one type of fish – ‘altshm’ – which lives only in the bay. This came during discussion of incoming letters and documents including letters from two MPs who requested assigning the Environment Committee to investigate the fish kill and rising pollution levels. The minister said the concerned government agencies started monitoring the bay on April 19, 2017 disclosing some fish were found dead at the entrance of Shuwaikh Port and the Environment Public Authority was informed about it immediately.

He added ministerial decision number 592 was issued earlier to establish a national commission for combating the fish kill phenomenon; indicating the members of this commission include Kuwait University, Kuwait Institute for Scientific Research (KISR), Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) and EPA. He said the Marine Control Department at PAAAFR, in coordination with the experts in EPA, worked round the clock to follow up the fish kill issue; confirming these institutions have collected dead fish samples to determine the causes. The Parliament then approved the request of MPs to instruct the Environment Committee to conduct a thorough investigation on the fish kill issue and rising pollution levels, and submit its report within one month from the date of approving the request.

Furthermore, Faraj Al-Arbeed was sworn in as a member of the Parliament on Tuesday according to the decision of the Constitutional Court which declared last week that he won in the election citing Article 91 of the Constitution. Deputy Speaker Issa Al-Kandari adjourned the session until Wednesday following an argument between lawmakers during deliberations on the reports of the Legislative and Legal Affairs Committee about the requests of the Public Prosecution to lift the immunity of several MPs.
