Mp Ahmed Nabil Al-fadel Has Presented A Proposal To Allow Primary Elections

MP Ahmed Nabil Al-Fadel has presented a proposal to amend Item Five in Article 45 of Law No. 35/ 1962 on the election of National Assembly members in order to allow primary elections under the supervision of the Elections Department in the Interior Ministry.

The bill states that it is permitted to organize and promote primary elections to choose one or more candidates among members of a class, sect, tribe or family. It stipulates that primary elections should be called and organized before the deadline for filing candidacies for the National Assembly and Municipal Council elections.

The bill states that primary elections will be under the supervision of the Elections Department in the Interior Ministry. The department will print election papers, allocate polling precincts and endorse results of elections. It shall ensure application of the principles of justice, equality and freedom of representation in primary elections and the election results should be announced through the official media platform.

Anyone who rejects the primary election results, whether he participated or not, should not be deprived of the right to contest for the National Assembly or Municipal Council elections. According to the bill, any entity which intends to organize primary elections should send a formal letter to the Elections Department stating the time, place and class, sect or tribe planning to hold such elections.

Furthermore, MPs Khalil Abdullah Aboul, Adnan Abdul- Samad, Omar Al-Tabtabaei, Auda Al-Ruweie and Hamdan Al-Azmi have presented a bill on the establishment of the Specifications, Standards and Quality Authority under the supervision of the Ministry of Commerce and Industry: The bill stipulates the authority’s objectives as follows:

â–  Establish a national system for standards, evaluation, identification and certification in accordance with international standards and practices.

â–  Adopt scientific advancements in the fields of standards, evaluation, identification, certification and promotion of quality infrastructure.

â–  Provide consumers with health and environmental protection, as well as maintain public safety, by ensuring that domestic and imported products sold in the local market are in line with the technical regulations adopted by the authority.

â–  Maintain the quality of national products by adopting Kuwaiti standard specifications and appropriate technical regulations.

■ Facilitate international trade by removing technical barriers in business operations. In another development, MP Riyadh Al-Adsani has started collecting his colleagues’ signatures for the request to allocate certain hours in the next Parliament session for discussion of the multimillion deposits issue. He unveiled his plan to present figures, documents, names and account numbers of 2009 Parliament members with ‘swollen’ bank accounts during the session.

He affirmed that he will present these facts to his colleagues so they can verify the evidence before signing the request. Once the number of required signatures is completed, he will submit the request after deliberations on the grilling motion included in the agenda of the next session. He also called for an open session for the people of Kuwait to know the truth.
