Mp Ahmad Al-fadel Urged His Colleagues To Attend The Special Session For Supporting Sports Law
MP Ahmad Al-Fadel urged his colleagues to attend the special session called by National Assembly Speaker Marzouq Al- Ghanim, while appealing to the people of Kuwait to monitor the session to know who wants to lift the suspension on local sports and raise the Kuwaiti flag in international sports events. He thanked God because they reached the desired stage with the approval of Fédération Internationale de Football Association (FIFA), pointing out “this demand came because we are governed by external meetings and we want to lift the suspension as soon as possible since any disruption is not in our favor.”
He asked his colleagues to focus on the sports draft law rather than delving into other topics. He stressed the need to adopt the draft law and take responsibility in raising the fl ag of Kuwait in international sports events.
Earlier on Wednesday, Al- Ghanim invited the government to the special session at 9:00 am on Sunday in accordance with Article 72 of parliamentary bylaws to deliberate on first report of the Youth and Sports Committee.
;The report is about the sports draft law which consists of articles on investment and professionalism; proposal to add two articles to Decree Law No. 42/1978 concerning sports bodies; and a bill on sports development, privatization and professionalism.
The committee held four meetings this year – July 25, Sept 20, Sept 25 and Sept 28. After reviewing the explanatory notes of the draft law and two bills, the committee reported the following:
■ The sports draft law regulates support and incentives from the State and encourages investment in sports.
■ The proposal to add two articles to Decree Law No. 42/1978 concerning sports bodies aims to encourage participation of the private sector in investments in the sports sector and transformation of existing sports clubs into joint stock companies.
■ The objectives of the bill on sports development, privatization and professionalism include developing the sports system; enhancing the skills of athletes by granting them professional opportunities; investing in sports by allowing public institutions and natural and legal entities to establish special clubs in accordance with the Olympic Charter and the statutes of international federations without contradicting the State’s general system; regulating relations between private clubs and professional players; granting social guarantees to those in the sports profession; and giving sports clubs in their extraordinary public assemblies the right to transfer any of their games to a commercial company in accordance with the rules set by the board of the Public Authority for Sport. After studying the draft law and two bills, the committee presented the final sports bill which consists of 13 chapters and 35 articles.
