Most Government Employees Maintained Schedules During Ramadan Despite Overcrowding

Kuwait's roadways experienced a seasonal traffic congestion typical of every occasion and event on the first day of Ramadan, as impatient motorists patiently crawled their way to their destinations, especially near the start or conclusion of business hours, causing delays.

According to a local Arabic daily, employees showed a strong commitment to attend on the first working day of the holy month, with attendance rates ranging from 75 percent to 97 percent in most government agencies.

In this respect, Najeeb Al-Awadi, Director of the Ministry of Health's Public Record and Hours Monitoring Department, confirmed that the compliance rate on the first working day of Ramadan was around 97 percent, with the remaining percentage of employees obtaining an exemption through the General Medical Council.

He emphasized that the Civil Service Commission has daily control over supervision and control over attendance through an automatic registration system and that the CSC's rules, regulations, systems, and directives are followed when it comes to working hours, attendance, and departure.

The Ministry of Education's school divisions, for their part, adhered to Ramadan working hours, which began at 9:30 a.m., however, there was considerable congestion in automobile parking lots because the Ministry installed computerized fingerprint sensors at its basements and major entrances.

Dr. Ali Al-Yacoub, the Ministry's Undersecretary, said in a statement that the ministry is devoted to working hours in all of its sectors, connected departments, and schools, emphasizing that personnel are committed to their appointments and that the attendance rate is 95%.

Despite the traffic, Kuwait University students pledged to attend the first day of Ramadan, while administrative staff committed to working from 9:30 a.m. to 2:00 p.m., with a quarter-hour grace time in the morning.

The atmosphere in the Ministry of Higher Education was similar to that in the rest of the state, since the ministry scheduled review days in the reception hall from ten a.m. to one p.m. during Ramadan by scheduling computerized appointments in advance.

Dr. Bader Al-Adwani, Assistant Undersecretary for the Ministry of Social Affairs' Financial and Administrative Affairs Sector, revealed that the attendance rate of employees in various sectors approached 90%.

Meanwhile, Ministry of Public Works sources reported that attendance rates at the start of the first working day of the holy month of Ramadan exceeded 90%, with the remaining proportion attributable to regular leave of absence taken by select personnel.

Muhammad Al-Mutairi, the Kuwait Municipality's official spokesman, stated that the Municipality's employees are dedicated to following the Civil Service Commission's circular regarding the Ramadan working hours system, which runs from 9:30 a.m. to 2:00 p.m.

According to reports, attendance in external departments linked with the "Works" is regular, and the percentage of vacations is projected to rise as Ramadan approaches its final ten days.
