25 January 2022 Kuwait

The head of the Kuwait Chamber of Commerce and Industry, Muhammad Al-Saqer looks at the ‘sixty-year decision’ as an experiment saying lessons should be learned from the issue, and efforts should be unified to eliminate visa trade.

In a press statement, Al-Saqer thanked His Highness the Prime Minister, Sheikh Sabah Al-Khaled Al-Khaled, who dealt patiently and generously with all the points of view raised by the (520/2020), which came to known as the “Sixty Resolution” which required revisions and procedures for its amendment.

He also thanked the Minister of Justice, Chairman of the Board of Directors of the Public Authority for Manpower, Jamal Al-Jalawi, for his keenness to resolve the issue quickly, in line with the interest of Kuwait and its economy, and in line with the justice and from a humanitarian point of view, especially since the job opportunities that were affected by the ‘sixty resolution’ are jobs that are not attractive national workforce at least for the time being.

Al-Saqer pointed out that “the differences in jurisprudence on issues of reform and development is natural, and it is important that adjudication be always in the public interest and on the basis of study, dialogue and participation.

Now, this decision should serve as an experience and lessons must be learned and “we must all cooperate in seeking to eliminate the residency trade.”

He went on to say, “I must recall the positions, conferences and memoranda of the Kuwait Chamber of Commerce and Industry regarding the importance and necessity of addressing the great and dangerous imbalance in the structure of the workforce and demographics in Kuwait, and this treatment — in the opinion of the Chamber — as stated in successive development plans, must be through a long-term integrated plan, with accompanying, supportive and gradual legislation and procedures, based on the needs of the labor market, and enhancing Kuwait’s competitiveness and societal security, and this is what Kuwait must work on now, the government and the parliament, in light of the law issued at the end of 2020 regarding the regulation of demographics.
