Attorney Hashem Al-Refa’e filed a lawsuit against Minister of Health Dr Jamal Al-Harbi concerning the decision to increase fees for medical services offered to expatriates. The Administrative Court scheduled a session for Oct 4, 2017 to decide on the lawsuit.

Al-Refa’e argued that imposing medical fees on expatriate patients covered by health insurance has dangerous consequences for both the citizens and expatriates. He pointed out the decision tarnishes the reputation of Kuwait in the international community, especially since it is regarded as a country of peace and humanity under the rule of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah who holds the title of ‘International Humanitarian Leader’.

He said the country’s donations cover the entire globe including millions of people who suffered from natural catastrophes and wars regardless of religion, origin or language. He cited Law No. 1/1999 which prohibits imposing new fees on those covered by health insurance or increasing such fees, indicating a ministerial decision should not contravene the existing laws. He added the decision violates the International Declaration of Human Rights.
