Kuwaitis Make Up 80% Of The Govt Sector, And Expats Make Up 20%

As reported by Al-Rai daily, Kuwaiti citizens make up 80.2% of government employees, compared to 19.8% of non-Kuwaitis. Government employees, including 362,133 Kuwaitis and 89,827 non-Kuwaitis, numbered 451,960 as of March 31, according to the Central Statistical Bureau. Over a period of five years (2017-2022), Kuwaitization of government jobs shows that the Kuwaitization plan has succeeded in achieving the majority of its objectives.

Kuwaitis make up 268,186 of the 336,849 employees in ministries, while non-Kuwaitis make up 68,663. Government departments employ 27,228 people (24,545 Kuwaitis and 2,683 non-Kuwaitis). An estimated 40,880 Kuwaitis and 4,265 non-Kuwaitis work for authorities, institutions, and entities with attached budgets. There are 12,234 Kuwaitis and 5,756 non-Kuwaitis among the authorities, institutions, and entities with independent budgets. Kuwaitis represent 20,553 of the 29,013 employees in state-owned companies through full ownership, and non-Kuwaitis represent 8,460.

It has been revealed by informed sources that many government agencies contract with service companies to provide support services for their employees. Thus, should these people be considered part of the government workforce for non-Kuwaitis or are their contracts temporary, and therefore not included.
