Kuwaiti Appointments Have Been Halted By Finance

The Ministry of Finance has put a hold on new Kuwaiti government appointments until the draught budget for 2022-2023 is approved or a law linking the budget is passed.

The Finance Ministry has issued a circular to streamline new appointments until legislation is passed linking the budgets of ministries and government departments with the budgets of these departments and independent institutions for fiscal 2022-2023, according to a local Arabic newspaper.

The sample is expected to last until next July or August, pending the enactment of the budget linking law, which will pile up applications on the Civil Service Commission's waiting list as a result of the Ministry of Finance's procedures, noting that government sector appointments were made on a daily basis through the authorities' announcement of their needs, and the CSC acted immediately, but the recent financial circular put the suspension on hold.

The sources inquired as to what action the Ministry of Finance would take if the National Assembly did not approve the budgets of government agencies that include new grades for appointments, adding that the finance department should also specify the number of months for which the financial appropriations for the new grades of appointment were estimated, whether they were estimated for 12 completed months or less, and the number of months for which they were estimated, as well as the number of months for which they were estimated.

Responsible sources have previously warned of the Ministry of Finance's procedures in budget preparation circulars, the most notable of which is the cancellation of the supplementary appropriation for job grades in government agencies in the draught budget 2022-2023, which will result in an influx of Kuwaitis waiting for jobs in the government sector, as the Ministry of Finance has previously obligated the authorities.

The government is satisfied and committed to the number of new job grades that the authorities include in their budget projects without raising them, and has requested that these grades be increased over the fiscal year, resulting in an increase in the number of government job applicants.
