According to the Voice of America (VOC), the move taken by Kuwait is in line with the UNSC Resolution No. 2321, which was adopted in 2016 to punish Pyongyang for its fifth nuclear test. It revealed that Kuwait is the third country after Mexico and Peru to send back an ambassador of Pyongyang based on a UN resolution.
