Kuwait Govt Set 2028 Year As The Deadline For Complete Kuwaitization Of Jobs In The Public Sector

The government has set the year 2028 as the deadline for complete Kuwaitization of jobs in the public sector, as implementation of this policy will require ten years from now, reports Al-Rai daily quoting informed sources.

They explained that the set date is five years later than what was determined by the concerned parliamentary committee because the need for expatriates will not end before ten years especially in Ministry of Health and Ministry of Education. Implementing the policy for replacing expatriate employees in the public sector by 2023 based on the plan of the parliament’s committee is not an easy task. Such a step will require a number of studies and statistics to be prepared prior to taking this step, especially since Kuwaiti citizens do not prefer to take up a number of jobs.

The sources said the parliamentary committee exerts good effort in this regard, and the government cooperates by providing the required data. They indicated that replacing expatriates with Kuwaiti employees requires a governmental attitude, revealing that the government is progressing gradually based on a fixed plan.

The sources said the relevant state institutions including Civil Service Commission (CSC), Public Authority for Manpower, Secretariat General for Planning, and Public Investment Authority are aware of the fact that the need for expatriates for certain jobs exists.

They commended the plan to rehabilitate Kuwaiti graduates of certain specializations that are not in demand in the local market in order to prepare them for working in other specializations that are required in the labor market.

Meanwhile, in an effort to bring an end to the phenomenon of teachers beating school students, Minister of Education and Higher Education Dr Hamed Al-Azmi has issued a decision, reports Al-Anba daily.

The decision states the following:-

Article 1 — Complaints about physical abuse of students by teachers shall be filed directly at the Office of Minister of Education by parents. The educational zones shall refer any complaint in this regard to the Minister’s Office.

Article 2 — A committee headed by Director of Department of Investigation, Contracts and Inspection will be formed to investigate the cases of physical abuse in public schools.

The members of the committee will include director of Department of Social and Psychological Services, a representative of Ministry of Education, a representative of Ministry of Health, and a representative of Ministry of Social Affairs.

Article 3 — The committee shall be entrusted with the following tasks:

■ Conducting administrative investigations and hearing statements related to the complaints that were referred to it by the Minister’s Office concerning incidents involving teachers in public schools.

■ In order to carry out its tasks, the committee shall visit the schools where the incidents occurred, and the concerned bodies shall facilitate the work of the committee.

■ After completion of all administrative investigation procedures, the chairman of the committee shall submit to the undersecretary a report for every complaint referred to it in order to forward to the minister for necessary action to be taken in this regard.

Article 4 — The committee may seek the assistance of those it deems necessary for performing its mission based on the above article. Article 5 — The committee shall conduct its work during and outside official working hours. Article 6 — Financial reward shall be provided to the chairman and members of the committee based on the regulations.
