07 March 2017 Kuwait

Kuwait University has asked Ministry of Finance to urgently transfer KD20 million to its account as an “exceptional amount”, reports Al-Rai daily. Secretary General of the university explained in the request sent to the ministry that the amount is needed urgently due to deficiency of cash balance in the university’s account at the Central Bank of Kuwait (CBK). It includes about KD 18 million to finance the third chapter of the budget (purchase of current assets), KD 900,000 for first chapter (personnel compensations), KD 60,000 for the second chapter concerning commodities and services and KD 500,000 to be divided for financing the sixth chapter (grants) and the seventh chapter (social benefits).

In the meantime, Assistant Undersecretary for Financial Affairs at Ministry of Education Yousef Al- Najjar has denied rumors about the ministry’s decision to enforce further deductions from the housing allowance of female teachers, reports Al- Rai daily.

He affirmed that the ministry is not in a position to issue decision regarding deductions, as it is the jurisdiction and authority of Civil Service Commission, adding that the ministry has not received any decisions in that regard. This comes in the aftermath of the scandal concerning the disappearance of KD 60 (the housing allowance) from the salary certificates of female teachers which they discovered after they updated their information. It is reported that a number of teachers were shocked to find that the housing allowance of KD 60 was not included in their salary certificate. The teachers said, “We are now afraid as the shock of the first cut is still fresh and has made our living conditions difficult. We cannot handle any new shock”.

Al-Najjar indicated about coordination that is underway with the administration sector to find out why the housing allowance was not included in the salary certificates of female teachers who updated their information. He said, “Even though it is not necessary for the allowance to appear on the salary certificate of teachers, we have asked the officials of the sector for an explanation”.
