Kd1,000 Bill On Increasing Minimum Pension Of Retirees

MP Osama Al-Munawer has submitted a bill on increasing the minimum pension of retirees to KD1,000. The bill stipulates that the budget for the pension increment will be taken from the State treasury. MP Yousef Al-Ghareeb has proposed granting KD200 monthly allowance to Kuwaiti widows and divorcees including those married to non-Kuwaitis. He said these women should be working in the public sector and companies where the State owns 51 percent or more of the capital.

He affirmed this will not affect other allowances and incentives that these women are currently receiving. He added the Ministry of Social Affairs will be in charge of disbursing the proposed allowance. Al-Ghareeb also suggested granting additional annual leave days to Kuwaiti widows and divorcees who have children. MPs Thamer Al-Suwait, Khalid Al-Otaibi, Shuaib Al-Muwaizri, Marzouq Al-Khalifa and Muhammad Al-Mutair submitted a bill on amending the first paragraph of Article 177 of law number 12/1963 on the appointment of the National Assembly Secretary General.

The bill states that the Secretary General of the Assembly will be appointed according to the decision of the Assembly speaker after obtaining approval from the majority of MPs. The term of the Secretary General is four years that can be renewed only once. Those who will be appointed to this position should have vast experience in parliamentary work. In addition, several assistant secretaries general will be appointed as per the decision of the Assembly speaker after obtaining the approval of the Assembly Office. The same MPs also submitted a bill on establishing the Public Authority for Libraries and Information Centers; which will manage and monitor public libraries, as well as organize conferences and forums on this field.

The authority will train library workers and lay down rules for managing public libraries according to the latest international criteria. The salaries of workers in public libraries will be the same as that of public school teachers, considering they render the same service in terms of promoting education and culture. Public libraries will operate like hospitals; meaning, they will be open all the time since they provide important services to society. The proposed authority will regularly submit reports to the Assembly and its board of directors whose members are experts in the library field. The term of the board is four years non-renewable.
