Inability Of Kuwait University To Implement Kuwaitization Policy
Kuwaiti government has struggled to make the "Kuwaitization" of its public jobs a success for decades, but the results don't reflect the desired goals, preventing any steps to replace expatriates with citizens.
After six months of the deadline set by the Civil Service Council in 2017, which mandated that government agencies adopt a policy of "annual Kuwaitization" for public jobs and acquire this estimated percentage in five years, this has not been achieved. Despite the blurring of the “Kuwaitization” vision, the Civil Service Commission continues to address all public sector entities regarding the need to implement a replacement policy, including its latest address to Kuwait University, whose staff needs to be replaced.
While the University Council ignored the CSC's call, they also recently issued a decision to “stop the Kuwaitization policy at the university for four years,” which raises the question of whether higher education institutions have not provided the necessary national cadres to graduate students with required specializations that would enable the government to implement the policy of “Kuwaitization” of government jobs.
It cannot be denied the extent to which the “Kuwaitization file” is linked to the education file and admission policies in various higher education institutions, as the first step in implementing the replacement policy, but Kuwait University’s recent decision to prevent the Kuwaitization of university jobs for a period of 4 years suggests that the educational institutions themselves are unable to provide for their needs, not to mention providing for the needs of other government agencies, in a scene that almost applies to the popular proverb “The door of the carpenter is paralyzed.
