Exemptions To Over-60 Bill?
The decision not to renew the residence permit of workers who have reached the age of 60 and above has come to the fore again with the spread of an audio recording that talks of exclusion of groups amid a semi-official confirmation of the introduction of these amendments in light of the confusion caused by the decision, reports Al-Seyassah daily.
The person who broadcast the recording says the ‘committee’ has discussed with the Public Authority for Manpower (PAM), Ministry of Social Affairs and the Immigration Department of the Ministry of Interior (MoI) three amendments to the decision that was currently issued concerning people who have reached the age of 60 and above.
The first amendment says the employer (the sponsor) must undertake in writing to bear the worker’s expenses such as travel tickets, residence, new health insurance and others, and that the government will not spend one dinar on such people.
The second amendment provides for an exemption for those who have stayed in Kuwait for between 20 to 25 years on the basis that whoever has spent this long period in Kuwait naturally has a source of income.
The third amendment includes an exception for those with high positions in the private sector. The recording pointed out these amendments will be presented to the competent committee and are subject to revision and review before approval and publication in the Official Gazette.
In the same context, the recording quoting top level source in the ‘Demographic Structure Modification’ committee recently formed by the Council of Ministers revealed that the team will meet next week with Minister of Social Affairs and Minister of State for Economic Affairs Mariam Al-Aqeel and representatives of PAM and the General Secretariat of the Supreme Council for Planning to discuss all statistics and decisions on employment.
In an indication which reinforces the opinion of the recording publisher, the source told the daily that the team will present its own vision after studying all decisions and matters related to the labor market and the impact of recent decisions, as it is possible to add new categories or cancel others according to the team’s vision.
However, PAM has denied what has been circulated about exempting workers who have reached the age of 60, even those with a higher secondary school certificate, from the decision not to renew the work permit, pointing out that all that has been circulated is incorrect, and no decision was taken by PAM except for the decisions that were taken and already announced.
