Dy Speaker Submits Bill To Amend Social Welfare For The Elderly Law

National Assembly’s Deputy Speaker Ahmed Al-Shuhoumi has submitted a bill on amending Social Welfare for the Elderly Law No. 18/2016 as follows:
â–  Add a paragraph to Article Three of the law stipulating privileges for the needy elderly, similar to those granted to citizens with medium disabilities as per Law No. 8/2010.
â–  Add an article stating that employees taking care of an elderly are exempted from the regulations on sick leave days, such that they have the right to go on leave with full salary if they need to accompany an elderly relative for overseas treatment or for treatment in the country.
â–  The bill allows employees taking care of an elderly relative to obtain two hours off without salary deduction.
â–  If the employee resumes work in case another person is assigned to take care of the elderly or if the elderly dies, he is entitled to full employment rights or privileges.

On the other hand, the parliamentary Financial and Economic Affairs Committee on Sunday met with representatives of the State Audit Bureau (SAB).

Committee Chairman MP Ahmed Al-Hamad disclosed that the committee’s agenda included the bill on establishing the National Petroleum and Renewable Energy Corporation; so they invited interim Minister of Oil and Higher Education Dr Muhammad Al-Fares and oil sector representatives to the meeting, but the minister did not attend due to the resignation of the government. He said the committee discussed 20 proposals, 17 of which were approved while three were adjourned for further discussion. The approved proposals included that of MP Khalil Al-Saleh’s suggestion to increase the pension of retirees to KD 1,000 per month (minimum); and establishment of a complex for the provision of various government services in the peripheries of Al-Mutlaa Residential City.

Furthermore, MP Abdullah Al-Turaiji forwarded queries to interim Minister of Education Ali Fahd Al-Mudhaf about the delayed completion of the organizational structure and employee identification cards for technical supervisors in his ministry. He also inquired about the strategy of the ministry in improving the working conditions of technical supervisors and granting their moral, administrative and financial rights. MP Marzouq Al-Khalifa asked interim Minister of Public Works and Minister of State for Information Technology Affairs Rana Al-Fares about the residents in Jahra who want to change their addresses. He wants to know why they have been instructed to go to the headquarters of the Public Authority for Civil Information (PACI) for this purpose, if this procedure cannot be completed in the branches of PACI, and clarify the supposed discrimination between governorates in the processing of transactions especially the address change procedures.

In another development, MP Osama Al Shaheen recently met Board Chairman of Kuwait Marine Association (KMA) Soud Abdulaziz Al-Awadi and a number of members. The association was established recently according to Law No. 24/1962 on sports clubs and nongovernmental organizations (NGOs). The delegation honored Al-Shaheen and expressed their gratitude for his support and efforts, which greatly contributed to the establishment of KMA.
