Driver, Pedestrian Equally Responsible In Rising ‘run-over’ Traffic Mishaps
The traffic ‘run-over’ accidents are a major source of concern for the concerned authorities including the General Traffic Department of the Ministry of Interior and the Ministry of Health because they are a cause of loss of lives and severe injuries which sometimes lead to permanent deformities as well as cause damage to public and private property, reports Al-Anba daily. According to the latest statistics issued by the General Traffic Department, Kuwait witnesses on an average 243 run-over accidents and a large number of them occur due to non-compliance with the designated places for pedestrian crossing and violation of traffic rules and regulations.
Over the past years, the country has witnessed many run-over accidents which has killed many Kuwaitis and expatriates and this in most cases happens due to lack of attention, or non-compliance with traffic instructions. Most of these accidents happen on highways, interior streets, in front of schools, markets and other places. It is unfortunate and sad that a majority of run-over accident victims are children although the one who must be blamed in most cases are the parents because they are careless and fail to guide their children while crossing the roads, while others depend entirely on servants to accompany their children.
Concerned
The concerned authorities have provided bridges for pedestrian crossings, especially on highways, but some pedestrians ignore them and prefer to cross the roads in the midst of heavy traffic in clear violation of the laws put at risk their lives and the lives of motorists.
The Penal Code and the Traffic Law regulates run-over accidents that lead to death in several articles, where intentional run-over is classified as a premeditated murder that ends with the application of the death penalty or life imprisonment according to the circumstances of each case, while if driver is accused of unintentionally running over cases escapes with the charge of wrongful killing and the guardian is charged with negligence if the victim is a minor.
In an effort to put an end to such accidents and protect priceless lives, pedestrians are required to adhere to the ‘Zebra’ crossing points and using pedestrian bridges and parents also must take care of their children and not allow them to cross the streets without guidance. In the meantime, the vehicle drivers also must be vigilant and attention to the road while driving and stop using cell phones.
