Domestic Workers Use Kuwait As A Transit Point To Dubai
Domestic labor affairs specialist Bassam Al-Shammari said a new phenomenon has emerged on the domestic labor market. He said Kuwaitis are finding their way to the United Arab Emirates, particularly Dubai, due to the ease with which they are obtaining visas.
According to Al-Shammari, Kuwait has become a "transit" point and a gateway for people who wish to go to Dubai to work as they are recruited through local offices and then apply for a "visa" there.
It was pointed out that the UAE has a better work environment than Kuwait for all workers and domestic workers in particular, with higher salaries and fewer labor disputes, not to mention the smoothness and ease of government transfer procedures, which allow employees to move from one job to another, or even to the private sector, as was the case in Kuwait in the past.
According to Al-Shammari, Kuwait repels these workers because of the exacerbation of labor disputes, which, according to the Public Authority for Manpower statistics for last October, amounted to more than 1,000 complaints. The complaints ranged from leaving work to being referred to the judiciary to being withheld the worker's passport, and others were complaints about not receiving monthly fees or terminating employment.
The delegation of the Philippine Ministry of Labor, which is currently visiting the country, met with workers in the embassy to identify their problems and speed up the return process.
In addition, the delegation will submit a detailed report on its visits to the competent authorities in the Philippines after its visits are concluded, including the meetings it held with PAM officials and the owners of local employment offices.
Reports like these influence greatly and directly the Philippine decision, especially if the report is negative about the employment conditions, noting that the Philippines stopped exporting labor to Kuwait nearly 3 years ago.
