Doctors New Focus Of Mp – Recruitment And Salaries Of Non-kuwaiti Doctors Queried

28 September 2018 Kuwait

As the inauguration of the next legislative term draws near, MPs continue to intensify their efforts in giving more weight to case files on national issues.

Some political analysts claimed this is an attempt to bolster the lawmakers’ position in their respective constituencies, while others believe the lawmakers are simply doing their job and this has been the case whenever the National Assembly is in its last term.

Prompted by numerous employment violations reported by supervising bodies and the public, MP Mohammed Hayef submitted a number of parliamentary queries to Minister of Social Affairs and Labor Hind Al-Sabeeh on the purported employment infractions in the Social Welfare Division.

He cited laws and regulations implemented by the Civil Service Commission (CSC) to ensure fair employment and transparency, so the MP wants to know if the ministry follows certain guidelines in terms of recruitment and promotions.

He also urged the minister to explain details related to the implementation of these guidelines. He requested for more information such as supervisory vacancies since 2016 till date, announcement of said vacancies and appeals regarding these positions.

On the other hand, MP Abdulkareem Al-Kandari has forwarded questions to State Minister for Cabinet Affairs Anas Al-Saleh about the legal basis of CSC’s decision to reject the request of the State Audit Bureau for detailed documentation on the salaries of non- Kuwaiti employees and its claim that the request is unconstitutional.

Furthermore, MP Saleh Ashour has submitted queries to Minister of Health Bassil Al-Sabah about the protocols on recruiting non-Kuwaiti doctors. His queries also touched on the salaries of doctors; if there is a difference between the salaries of Kuwaiti, non-Kuwaiti and Bedoun doctors; and justifications for this difference, if any.

In addition, MP Adnan Abdulsamad has presented questions to Minister of Education and Higher Education Haamed Al-Azmi on the alleged suspension of the works of the Appeals Committee in his ministry and if it is true that the financial allocation for exceptional work has been suspended as per the reports. He pointed out the allocation was aimed at enhancing productivity, recognizing employees who work hard, and encouraging others to do the same. He added the committee was formed through legislation to stop the implementation of unjustified decisions.
