Csc To Control Government Employees Who Encash Balance Leaves

In spite of the decree amending the civil service system to allow state employees to cash their unused annual leave balances, state employees believe the Civil Service Commission will issue another decree to define some rules and regulations in this respect.

According to the decree, a copy of which was obtained by a local Arabic daily, a third paragraph is to be added to Article 41 of the decree stating that employees who have served for at least five years can utilize their annual leave balances while in service.

"[I]t is the Civil Service Council's right to set other conditions for encashing the leave and its rules and regulations should not limit the employee's balance after cash disbursement to less than thirty days until the end of the Gregorian year.".

When published in the Official Gazette next Sunday, the decree will become effective.

The CSC is yet to set a date to meet with the concerned authority regarding the application to cash annual leave. Related sources state that there are controls, such as the number of times a worker is permitted to cash annual leave during his or her service as well as other concerns, that must be approved by the CSC.
