Constitutionality Of Silk City Affirmed - Investment Draw

Deputy Prime Minister and Minister of Defense Sheikh Nasser Al-Sabah disclosed that the Northern Financial City Bill, also known as Silk City Bill, is currently in its research phase and the final composition will be presented to the Parliament within the coming weeks.

In a press conference after an extensive meeting with the parliamentary Economic and Financial Affairs Committee in the presence of the Speaker and a number of MPs, the minister affirmed that the bill does not violate the Constitution. He said the government had earlier presented its plan to implement the Silk City project, in coordination with its Chinese counterpart, to the committee. Since the announcement of the mega project; the MPs, other political figures and activists have been expressing their reservations on the nature of the city and its impact on the society and foreign affairs.

In response, the minister stressed the project is not in violation of the Constitution or a hindrance to neighboring countries, asserting it will attract investors due to its flexible aspect.

On the other hand, MP Al- Humaidi Al-Subai’e pointed out the plan presented to the committee lacks details as it was just written information without any strategic vision. MP Abdulkareem Al-Kandari corroborated the statement of Al- Subai’e, adding that the project is clearly in its initial stages – like testing the waters to know how the general public reacts to it. In another development, Speaker Marzouq Al-Ghanim affirmed the interpellation motion against Minister of Commerce and Industry and State Minister for Services Khaled Al- Roudan has been included in the agenda of the session slated for Tuesday. He said the minister can either face the interpellation or request postponement.

Last week, the minister submitted a request for MPs Al-Humaidi Al-Subai’i and Mubarak Al-Hajraf to clarify three of the grilling points. However, the two MPs said they are not obliged to respond to the request as they believe all grilling points are clear and laid down in accordance with the internal regulations of the Parliament and the Constitution. They also urged Al-Roudan to comply with the guidelines of the Constitution and face the interpellation for the sake of reform.
