Committee Discussed The Draft Budget Of The Transport For New Fiscal Year

The parliamentary Budgets and Final Accounts Committee discussed Monday the draft budget of the Public Authority for Roads and Land Transport for the new fiscal year — 2019/2018, its final account for fiscal 2017/2016, and comments of the State Audit Bureau (SAB) and Financial Controllers Agency in the presence of Public Works Minister and State Minister for Municipality Affairs Hossam Al-Roumi. Committee Chairman MP Adnan AbdulSamad said they discovered that there are still complications in the functions of the authority, Interior Ministry, State Ministry for Services Affairs and Kuwait Municipality due to the incomplete transfer of duties from these bodies to the authority which should have been resolved since the enactment of the law in 2014 and submission of amendments in 2015.

He disclosed the committee discussed this issue with His Highness the Prime Minister Sheikh Jaber Al-Mubarak Al- Hamad Al-Sabah in a previous meeting, but it has not been resolved till date even though a ministerial committee was formed earlier by the Council of Ministers for all relevant parties to transfer their functions to the authority.

He pointed out that despite moving the Roads Sector from the budget of the Public Works Ministry to the authority, the regulatory authorities have uncovered a lot of loopholes like failure to adopt the organizational structure of the authority and absence of an effective financial system for using the new budget estimated at KD 513 million in accordance with the directives of regulatory authorities which ensure appropriate disbursement of public funds. He also confirmed the committee’s readiness to adopt any legislative requirement in activating the role of the authority, especially since some funds included in the budgets of other institutions should have been transferred to the authority.

He added the committee agreed on the formation of a technical team with the Ministry of Finance to discuss the transfer of funds from the authority back to the Public Works Ministry provided the money will not be disbursed without the knowledge of the authority until the latter is ready to manage its own budget in accordance with the regulations.

Furthermore, the Special Needs Committee met Monday to tackle the comments and opinions of the concerned nongovernmental organizations (NGOs) about Law No. 8/2010 on the rights of persons with disabilities. Committee Chairman MP Mubarak Al-Hajraf affirmed they will study eight amendments to the law in coordination with the Ministry of Education, Public Authority for Handicapped Affairs (PAHA) and Public Institution for Social Security (PIFSS). He emphasized the need to address flaws of the law after taking into consideration all opinions to ensure the committee comes up with a bill which satisfies all parties. He expressed appreciation and respect for the special needs group, vowing to continue working towards their integration into society to contribute to national development.
