Chairman Of Budgets And Final Account Committee Disclosed The Committee Met With The Moi,mpw Officials
Chairman of the Budgets and Final Account Committee of the National Assembly, MP Adnan AbdulSamad disclosed the committee met with the Minister of Interior, the Minister of Public Works, officials of the Public Authority for Roads and Land Transport, the Audit Bureau, the Financial Controllers Authority and the Civil Service Commission to discuss the latest developments related to the transfer of powers to the Public Authority for Roads and Land Transport from the concerned government authorities.
He explained according to the report issued by the Authority, the road sector has been fully transferred from the Ministry of Public Works to implement the restrictions contained in the general budget of the State based on what the committee had previously concluded in its meeting with His Highness the Prime Minister on March 23, 2017 after it became apparent that the authority did not exercise its powers due to the conflict in the powers between the ministry and the Authority. He added, starting from the next financial year road projects will be included within the budget of the authority.
He pointed out the committee discovered the Ministry of the Interior has not yet transferred some of its statutory powers to the authority because of its association with the security aspect according to its justification; while the authority believes these terms of reference are related to technical aspects such as technical inspection of cars and driving licenses and others and can be coordinated with the Ministry of Interior in this regard.
;Some of these matters are handled by the private sector companies which the committee considers necessary to be resolved and the need for the government to submit any legislative amendments that lead to the activation of the law of the authority optimally.
On another issue, MP Saleh Ashour was surprised that the government did not implement a decree favoring the appointment of children of Kuwaiti women married to non-Kuwaitis in ministries and state organizations.
In a question to the Minister of State for Cabinet Affairs Anas Al-Saleh, he pointed out it has been noted that the Arab expatriates are hired for jobs that can be done by children of Kuwaiti women married to non-Kuwaitis. He asked why the decree was not fully implemented although it was issued last January.
