Audit Bureau Takes Mpw To Task For Delaying Many Road Projects:
: In conjunction with the continuous complaints from the people of Sabah Al- Ahmad City about the recurrence of accidents on the road connecting Mina Abdullah and Wafra due to the delay in its completion, which endangers their lives and the lives of their families, the State Audit Bureau has raised a number of queries to the Ministry of Public Works over the delay in the implementation of the project for establishing and maintaining this vital road, reports Al-Qabas daily.
In its most recent report, the State Audit Bureau revealed that, “All implementation phases have suffered and are still suffering due to the delay in their completion based on the time schedule stipulated in the contract. The Ministry of Public Works has failed to impose delayrelated fines due for each day of delay in the project execution”.
The report explained that the ministry concluded the contract on May 22, 2017 for a period of 888 days, which means that the contractual completion date is Sept 11, 2019. The project was divided into four phases, but most of the project phases were behind schedule
Extension
For example, the second phase, which was supposed to be completed by November 2018, was six months behind the scheduled end date. The contractor submitted a time claim to extend it for 368 days, to end the phase in November 2019. Until the date of examination, the extension order had not been issued to the contractor by the ministry.
The third phase was not completed on the date set, which was Dec 15, 2018, and the ministry did not impose the delay-related fine. Likewise, the contractor did not finish the fourth phase on time. The sources hinted at the ministry’s previous response that it will apply the delayrelated fine to that phase, starting with the certificate of payment No. 28, but that was not done until the payment certificate No. 35.
Project developments
1. A total of 888 days was specified as the period for project completion in four phases.
2. There was six months of delay for completion of the second phase, which was to be completed in November 2018.
3. The contractor requested an extension in time limit by 368 days.
4. May 22, 2017 was the specified date for the conclusion of the contract, and Sept 11, 2019 was the date of contractual completion. Dec 15, 2018 was the date of completion of the third phase.
