Amnesty Call For National Assembly Stormers
MP Mohammed Al-Mutair has called for general amnesty for those who have been convicted of storming the National Assembly building and had spoken out on social media, justifying that their actions were only aimed at combating corruption.
During a conference held at his diwaniya to initiate a petition for general amnesty, the MP stressed that this should be the first step towards the real fight against corruption, as their action corroborates with what His Highness the Prime Minister Sheikh Sabah Al-Khaled said recently about everyone requiring to contribute what they can to fight corruption.
The Speakers at the conference included the prominent Islamic personality Sheikh Al-Qattan who said, “The Kuwaiti people have been content with the ruling family ever since the latter came to power. This affirms the wisdom, grace and mercy that the leaders from this family observe. Therefore, since majority of the Kuwaiti public are calling for general amnesty, we urge the humanitarian leader His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to find it within his forgiving heart to grant this humanitarian act”.
Meanwhile, MP Majed Al- Mutairi, prompted by complaints from the airport taxi labor union about the decisions being made by the Directorate General for Civil Aviation (DGCA), has submitted a number of parliamentary questions to the minister of Commerce and Industry and state minister for Services Affairs, as he believes some of these decisions represent encroachments on the responsibilities of Ministry of Interior’s General Traffic Department.
The MP wants to know if there are clear boundaries that separate the responsibilities and domains of DGCA and the airport taxi labor union, and if the ministry knows about these decisions that violate the relevant laws and impede the work of airport taxis.
Also, MP Sadoun Al-Hamad has urged Minister of Oil and Minister of Electricity and Water Khaled Al-Fadhel to expedite action on the reports and obtain necessary approvals concerning the highway project linking Road No. 306 and the Seventh Ring Road especially since Ministry of Public Works has completed all procedures and is currently awaiting input from other affiliated bodies.
The MP insisted that this project is vital to the highway system, as it will significantly contribute to decreasing the stress on the general public life in the northern areas of the country. Furthermore, the National Assembly Speaker Marzouq Al- Ghanim stressed in a press release that he and a large number of MPs will stand in support with the Kuwaiti judicial experts. He disclosed about parliamentary and governmental efforts being exerted to find a way to deal with the recent verdict issued by the Court of Cassation which cancelled the appointment of 560 experts of Ministry of Justice.
Al-Ghanim indicated that he met with the head and members of labor union in the Experts Department and listened to the impacts of the verdict issued by the Court of Cassation. He affirmed respect for the judicial verdicts, stressing that everyone including the relevant experts agree on this. Al-Ghanim said this matter is among the top priorities for him in his capacity as the National Assembly Speaker, insisting that there must be a solution.
He asked the relevant experts not to feel annoyed, saying he understands their situation and their feelings. Al-Ghanim assured that the delay in forming the new government will not be an obstacle in finding a quick solution. Meanwhile, Head of the Parliament’s Budgets and Final Accounts Committee Adnan Sayed Abdulsamad said the committee discussed the budget of Ministry of Awqaf and Islamic Affairs for the 2018/2019 fiscal year, as well as the observations raised by the State Audit Bureau and the Financial Monitoring Authority.
He revealed that the committee discussed the monitoring systems in the ministry, particularly the Audit and Inspection Office, and discovered that the office was not activated due to which it did not carry out the task assigned to it by the Cabinet’s decision in this regard.
Abdulsamad indicated that the committee stressed the importance of exerting more efforts in order to activate the monitoring systems in the ministry. He explained that the committee also discussed the observations of the monitoring bodies concerning the execution of the contracts signed by the ministry and the followup of the implementation of the relevant procedures. They discovered that the follow-up process was so poor that some violations and manipulation of some official data took place, and the right of the ministry to demand fines for delay in completion of relevant projects was not received.
The committee stressed the need to deal with the observations included in the reports of the monitoring bodies and do everything necessary to ensure they are not repeated. It discussed the progress of the construction projects of the ministry, and realized that the completion rate was very low despite the fact that the National Assembly approved the item of capital expenditure for the last three years with the aim of expediting the completion of state projects. The committee insisted that the obstacles that delay the completion of projects of the ministry with other governmental bodies such as Kuwait Municipality. It also discussed the mechanism for providing aid, and the role of the ministry to monitor it in order to make sure the aid reaches the right deserving bodies overseas
