A Kuwaiti Budget For 2022/2023 Will Create 22,526 New Jobs

Adnan Sayed Abdel Samad, the head of the Budgets and Final Accounts Committee, said the committee convened to discuss the estimates in Chapter One "Workers' Compensation" and Directive 3 "Capital Expenditures" of the proposed budget for the fiscal year 2022/2023.

The committee discussed the financial data of Chapter One "Workers' Compensation" related to providing degrees for employment, where the total expenses of Chapter One were estimated at 8.3 billion dinars, an increase of 324 million dinars and 4.1 percent over what was approved in the budget for fiscal 2021/2022, with an increase of 816 million dinars, 11 % of what was actually spent in the final account for the fiscal year 2020/2021, according to a report.

The committee discovered that the Ministry of Education received the largest share of "workers' compensation," accounting for 25% of the total section, or about 2 billion dinars, followed by the Ministry of the Interior (14%, or about 1.2 billion dinars), the Ministry of Health (14%, or about 1. 1 billion dinars), the Ministry of Defense (13%, or about 1.09 billion dinars), and the rest of the authorities (34%, or about 34 billion dinars).

The committee also discovered that the Ministry of Finance in the new budget canceled the supplementary appropriation for Chapter One for a variety of reasons, including "assessing Chapter One more accurately and according to the entity's needs, addressing appointment imbalances in previous fiscal years, including the Ministry of Finance's budget estimates."

The number of jobs generated for appointment to ministries and government agencies in the fiscal year 2022/2023 was predicted at "22,526" job grades, implying that Kuwaitis will have 22,526 new employees in the fiscal year 2022/2023.

The committee also discussed the "capital expenditures" section of the draught general budget for the fiscal year 2022/2023, which is related to construction projects, as 2.3 billion dinars was estimated for these projects, a decrease of 322 million dinars from what was approved in the budget for the fiscal year 2021/2022, and an increase of about 557 million dinars from the actual disbursed in the final account for the fiscal year 2020/2021.

439 million Kuwaiti dinars in financial appropriations were awarded to non-construction projects at a rate of 19.1 percent. The new budget contained 11 new construction projects, with estimates totaling 1,860 billion Kuwaiti dinars, representing an increase of 80.9 %.

Given the importance of what was discussed in the committee's meeting and its presentation on other chapters, the committee is planning to submit a report to the council in the near future to approve the first chapter, "workers' compensation," as well as "capital expenditures," so that the recruitment process does not stutter due to the elimination of the supplementary appropriation in the new budget, and that new project completion does not suffer.
